초록1 In granting mobile licenses, most countries adopted one of two license schemes, the beauty contest or the auction, while fewer countries combined the two schemes in order to obtain synergetic effects from them. In 2000, Korea introduced a combined scheme in 3G licensing which reflected the auction scheme in a limited way. The case study on 3G licensing in Korea shows that the hybrid approach can alleviate the negative side effects of the two licensing schemes. The review of licensing experiences after 2000 lead us to take winner’s curse problem of auction mechanism into consideration. Inserting auction scheme into the beauty contest system may be a good candidate for this end by treating it as one of the examination items. This makes it possible to control the influence of the auction by allotting scores to the item. Of course, we can expect the similar effects by establishing the boundaries for bidding. This mechanism can ensure the bidders against the winner’s curse problem by using those tricks. Besides this mechanism, the level of the license fee can be properly measured by an evaluation method based on the rate-of-return regulation
초록2 무선주파수를 할당함에 있어 대부분의 국가들은 심사할당방식이나 경매방식을 채택하고 있다. 그러나 상승효과를 얻기 위하여 이 두 가지 방식을 혼합하는 경우는 드물다. 2000년에 한국의 규제당국은 3G 무선서비스를 위한 주파수를 할당함에 있어 경매방식을 제한된 범위에서나마 심사할당방식에 혼합하여 시행하였다. 이에 3G 주파수 할당에 대한 우리의 케이스 스터디는, 두 방식을 혼합하여 주파수를 할당하는 혼합방법이 두 가지 각각의 할당방식의 단점을 보완할 수 있음을 보여주고 있다. 아울러 2000년 이후의 할당사례들을 검토한 결과, 우리는 경매방식을 실행함에 있어 승자의 저주가 발생할 수 있다는 사실을 고려해야 한다는 점을 확인할 수 있다. 이를 피하기 위해서는 경매방식을 심사할당방식의 심사항목에 추가하는 것이 좋은 방법이 될 수 있다. 이는 경매방식을 반영한 심사항목에 점수를 부여함으로써 경매의 영향을 조절할 수 있으며, 경매액수의 상하한을 설정함으로써도 가능하다고 보여진다. 아울러 주파수 할당액수의 수준은 수익률규제방안에 근거한 평가방법을 통하여 평가할 수 있음을 보였다.
